From your first conversation with Melqart to your active business licence — here is exactly what happens, and what we handle for you at every stage.
The Process
Company formation in Bahrain involves four distinct stages — each with its own approvals, documents, and government interactions. Most companies are fully licensed and operational within 2 to 4 weeks.
Melqart manages every step on your behalf. You will never have to visit a government office, chase a document, or wonder what happens next. We handle the complexity — you focus on your business.
KYC documents, business activity selection, company structure
Company name approved, security clearance, Inactive CR issued
Office address secured, sector approvals, notarisation
Active CR issued, bank account opened, visas applied
Step One
Before anything else, we sit down with you — in person or remotely — to understand your business objectives, planned activities, ownership structure, and timeline. This consultation is free and carries no obligation.
Based on your situation, we recommend the right company type — WLL, Branch, General Partnership, or BSC — and explain exactly what documents are required and what the process will look like for your specific case.
What we collect
Passport copies, proof of address, and business background information for all shareholders and directors.
What we advise on
We identify the correct commercial activity code(s) for your licence — critical for ensuring your CR covers everything you plan to do.
What we decide together
WLL, Branch of a Foreign Company, General Partnership, or BSC — we explain the implications of each and recommend the right fit.
What we prepare
A clear, itemised proposal covering our fee and all government costs — so you know exactly what you are committing to before signing anything.
No surprises: Our proposal covers every cost upfront — our fee, government registration fees, and any sector-specific costs for your business activity. What we quote is what you pay.
Step Two
We submit your company name reservation and initial application to the Ministry of Industry and Commerce (MOIC) through Bahrain's Sijilat system. The authorities review your shareholders, proposed company name, and legal structure.
Once approved, you receive your first official document: an Inactive Commercial Registration (CR). This is the preliminary approval — your company exists legally but cannot yet trade.
We submit
We reserve your preferred company name through MOIC and handle any rejections or alternatives if the first choice is unavailable.
Authorities process
All shareholders and managers undergo a security clearance check by the relevant Bahraini authorities — a standard requirement for all company formations.
You receive
Your Inactive CR is the first official document confirming your company's existence. It marks the successful completion of the preliminary stage.
We confirm
MOIC approves the ownership structure and shareholder percentages — all confirmed and documented before we proceed to the next stage.
Melqart handles everything: We manage the Sijilat submission, track your application status, and respond to any requests from MOIC — you will not need to interact with any government body at this stage.
Step Three
With your Inactive CR in hand, we move to the most operationally complex stage — securing your registered office address, obtaining any sector-specific regulatory approvals, and completing all required documentation.
This is where having an experienced team makes the biggest difference. Regulatory requirements vary significantly by business activity — we know exactly what is required for your specific sector and manage every interaction.
We secure
Your registered commercial address — a legal requirement for all Bahrain companies. Kickstart Bahrain, our coworking space, satisfies this requirement from day one.
We obtain
Municipal clearance for your office address — required before your Active CR can be issued. We handle the inspection and approval process directly.
We manage
Depending on your business activity, specific approvals may be required from the CBB, MOICT, BIA, or other sector regulators. We identify and obtain all of them.
We handle
Memorandum and Articles of Association drafted, translated where required, and notarised — ready for submission to complete your company formation.
Why this stage matters most: The regulatory landscape in Bahrain varies significantly by sector. A FinTech company, a trading company, and a consultancy each face different approval requirements. Our experience across all sectors means nothing is missed — and nothing delays your Active CR.
Step Four
Your Active Commercial Registration is issued — your company is now legally operational in Bahrain. This is the milestone that allows you to begin commercial activities, hire employees, and open your corporate bank account.
Melqart continues supporting you after incorporation — from bank account opening and visa applications to ongoing licence renewals, VAT registration, and company administration.
You receive
Your Active CR — the document that makes your company fully legal and operational in Bahrain. You can now conduct business, issue invoices, and sign contracts.
We assist with
We guide you through the bank account opening process at Bahrain's major commercial banks — preparing all required documentation and liaising with the bank on your behalf.
We process
As a company shareholder, you are entitled to an Investor Work Permit — a 2-year renewable permit that also allows you to sponsor family members for residency visas.
We continue
Annual CR renewals, employee work permits, VAT registration, company amendments — Melqart continues to manage your compliance so you never have to think about it.
Important: You cannot begin commercial operations, hire foreign staff, or open a bank account until your Active CR has been issued. This is why completing Steps 1–3 efficiently matters — and why having Melqart manage the process end-to-end makes such a significant difference.
